I am Charles D. “Doug” Beard, Republican candidate for sheriff and treasurer of Greenbrier County and lifelong resident of Greenbrier County. I am a graduate of Greenbrier East High School, attended Greenbrier Community College, graduated from the West Virginia Correction Academy in Huttonsville, the Federal Law Enforcement Training Center for the Bureau of Prisons in Glynco, Georgia, the West Virginia State Police Academy basic class in Institute, West Virginia, and numerous training sessions through the West Virginia Supreme Court of Appeals.

The sheriff’s department is different than other law enforcement agencies. In addition to general law enforcement duties they bailiff the courts, transport adult and juvenile prisoners and mental hygiene patients to facilities all over the state, serve process both criminal and civil. I have combined 36 years of experience in corrections, law enforcement and as a magistrate. Nine of those years were as a deputy in the sheriff’s department. I did everything in the sheriff’s department during my tenure there, criminal investigations, bailiff court, guarded prisoners during court, transported prisoners and hygiene patients all over the state, served every type of process and warrants, etc. as well as was chief deputy my last year there. In addition, I have been managing a small business for the past 2 ½ years with a gross income of $3.5 million to 4 million annually.

The handling of prisoners and hygiene patients correctly is very important to the safety of the public. My training and experience in corrections give me valuable knowledge to lend to the deputies for this task. My years serving as a magistrate give me firsthand experience of the importance of serving the civil and criminal process correctly. If this is not done promptly and correctly it delays court. This wastes time and money. Not serving family violence protective orders and personal safety orders timely delays protection for the victims; this can be deadly. I also have reviewed thousands of criminal complaints and hundreds of affidavits for search warrants and petitions for family violence protective orders. This allows me to be an excellent source for the deputies to come to review criminal complaints, search warrant affidavits ect in cases they are not sure about.

As sheriff, I want to ensure the best possible coverage in patrols over ALL of Greenbrier County to help make our county a safe place to live and raise a family. I want to make sure the deputies have the best training and equipment to carry out their duties safely and efficiently. That the tax deputies have the training and equipment to provide the best service to the citizens of Greenbrier County.

As your next Sheriff I want to be a liaison not just to the county commission but to all the other agencies we deal with on a regular basis, this includes but not limited to Circuit, Family and Magistrate courts, the prosecutor’s office, probation office, Family Refuge Center, State Police, Natural Resource Police, City Police agencies, Fire Departments, EMS and Municipalities. Law enforcement many times is not an individual sport per se but it takes a team effort, so it is very important to have a strong relationship with these groups. I also have over 37 years in public service with the Lewisburg Fire Department. During this time I have held several offices and received several awards which include one for heroism and 2 for life saving. I have public service in my blood and would like to continue as your next Sheriff and Treasurer of Greenbrier County.
