CHARLESTON, W.Va. (WVDN) – Governor Patrick Morrisey announced $10 million in new funding opportunities through West Virginia’s Rural Health Transformation Program (RHTP), bringing the total value of funding opportunities made available through the program to more than $160 million.
“Substance use disorder has touched far too many families and communities across West Virginia, and we’re committed to expanding access to treatment while improving the quality of care people receive,” said Governor Morrisey. “These investments will help more West Virginians achieve lasting recovery, improve their health, return to the workforce, and reclaim their independence while creating a healthcare system that rewards better outcomes and delivers real results.”
The new funding opportunities are being released through the program’s Smart Care Catalyst initiative and will support early-stage value-based payment models focused on improving care for West Virginians with substance use disorder. The initiative will initially target communities that have been disproportionately impacted by substance use disorder and related health challenges.
The State is releasing three funding opportunities designed to work together to improve care, support recovery, and create a stronger foundation for long-term healthcare transformation:
● $2.5 million to support the design and administration of statewide value-based payment models aimed at improving health outcomes and strengthening accountability across the healthcare system for this initial target population.
● $1.5 million to focus on setting up the broader infrastructure across the care system to facilitate a value-based care model and lay the foundation for successful value-based care initiatives in the future.
● $6 million to implement and refine the more specific infrastructure needed within the SUD care ecosystem, including expanded adoption of evidence-based approaches to substance use disorder prevention, treatment, and recovery.
Together, these opportunities are designed to advance value-based care in West Virginia by helping healthcare providers, health plans, and community organizations work toward shared goals focused on recovery, improved health outcomes, and reduced healthcare costs.
Under the initiative, organizations will be encouraged to develop and expand evidence-based approaches that improve treatment engagement, strengthen care coordination, support recovery, reduce avoidable emergency department visits, and help more West Virginians return to work and remain healthy.
