WASHINGTON, D.C. (WVDN) – U.S. Senator Shelley Moore Capito (R-W.Va.), a leader on the Appropriations Committee, announced a Fiscal Year 2026 (FY26) Congressionally Directed Spending (CDS) allocation for Marshall University Division of Aviation in Charleston, W.Va.

“The Bill Noe Flight School through the Marshall University Division of Aviation sets the standard for aviation education and innovation,” Senator Capito said. “As a consistent supporter of the program and someone who has visited several times and seen the facility firsthand, I know the impact they can make not just on the students, but also on economic development. This CDS allocation will help train the next generation of pilots and aviation professionals right here in Charleston.”

“We are deeply grateful to Senator Capito for securing federal funding in the amount of $2.5M to support the continued growth of Marshall Aviation. Her leadership is helping Marshall University expand to meet the extraordinary demand for our programs and to prepare the next generation of aviation professionals. This investment not only strengthens Marshall’s ability to deliver world-class pilot and aviation maintenance training, but it also creates meaningful career pathways for students from West Virginia and across Appalachia. Thanks to Senator Capito’s support, more students will be able to gain the hands-on training and FAA certifications that lead to high-quality aviation careers and help keep talent and opportunity here in our region,” Bill Noe of Marshall University’s Bill Noe Flight School said.

Senator Capito has been a consistent supporter of Marshall’s aviation program— securing previous funding for the program and visiting the facility.

Individual allocation details listed below:

  • $2,502,000 CDS allocation to Marshall University Division of Aviation (Charleston, W.Va.) to increase capacity with additional training tools and equipment.
