Residents in the town of Rainelle have fallen victim to another scam artist. Last month, Billy Jo Gwinn was arrested for allegedly conning good-hearted individuals out of money on the premise she needed money to pick up her daughter and grandson, whose vehicle had broken down on their way to West Virginia. On August 7, Jerry Lewallen, 60, was arrested for duping Rainelle and surrounding residents out of money for security systems that he never installed.
