A Caldwell businessman has been charged with two counts of insurance fraud , one count of fraudualent schemes, and falsely reporting an emergency.
Ronald Cook, 62, allegedly called 911 to report a breaking and entering and vandalism at his place of business, R&D Towing, on February 26. West Virginia State Trooper M.T. Bynum responded.
