Facing an October grant funding deadline to begin construction on a project to reduce phosphorous emissions from the municipal sewer system, White Sulphur Springs City Council passed the first reading of an ordinance authorizing the use of not more than $2.5 million in sewer revenue bonds to finance the balance after grant funding.
