Gov. Earl Ray Tomblin today ordered all U.S. and State flags at all state-owned facilities to be flown at half-staff from dawn until dusk, Thursday, August 7, the day of services for Corporal Alva Clifford Groves, a West Virginia native and repatriated United States Army soldier who died in captivity in 1951 during the Korean War.
