Governor Morrisey Appoints Dr. Matthew Blackwood as Director of Emergency Management

Charleston, W.Va. (WVDN) – Governor Patrick Morrisey announced the appointment of Dr. Matthew Blackwood as Director of the West Virginia Emergency Management Division (WVEMD).

“Dr. Matthew Blackwood brings decades of hands-on emergency management experience, operational leadership, and a deep understanding of how to protect West Virginians when it matters most,” said Governor Morrisey. “He has been on the front lines of some of our state’s most challenging moments, and I am confident he will continue strengthening coordination with local, state, and federal partners to ensure West Virginia is prepared to respond quickly and effectively.”

Blackwood, who has served as the division’s acting director since December 2025 and previously as Deputy Director, has more than two decades of experience in emergency management, homeland security, and disaster response. He has played a key role in coordinating statewide preparedness, response, and recovery efforts, including major flood events and large-scale emergency operations.

A Certified Emergency Management professional with a Ph.D. in Environmental Design and Planning and a Master’s degree in Homeland Defense and Security, Blackwood has led critical planning initiatives, managed federal grant programs, and supported operations in the State Emergency Operations Center during activations. His experience includes working closely with FEMA, the National Guard, county emergency managers, and first responders to deliver coordinated and effective emergency response.

As Director, Blackwood will oversee statewide emergency preparedness planning, disaster response coordination, and recovery operations. The West Virginia Emergency Management Division works in partnership with local emergency managers, first responders, the West Virginia National Guard, and federal agencies to protect lives and property across the state.

“West Virginia faces real challenges, from severe weather and flooding to public safety emergencies,” Governor Morrisey said. “Dr. Blackwood understands those challenges and has the experience to lead with discipline, professionalism, and a focus on results.”

Blackwood’s appointment is effective immediately.
