CHARLESTON, W.Va. (WVDN) – The West Virginia State Auditor’s Office announced Friday that a former WVU Medicine Eastern Campus (WVUMEC) employee has been indicted on 25 counts of Fraudulent Use of a State Purchasing Card and Embezzlement following a state purchasing card fraud investigation.
Tonya Renee Armstrong, 56, of Ranson, was indicted Feb. 17, 2026, by the Berkeley County Grand Jury after the State Auditor’s Public Integrity and Fraud Unit identified 25 fraudulent transactions totaling $10,075.78 between March 1, 2023, and Nov. 15, 2024. Armstrong, who served as Manager of Student Services at WVUMEC from November 2022 through October 2024, allegedly submitted fraudulent invoices through two vendor businesses she operated for goods and services never delivered, and used her state purchasing card to send Venmo payments to family members unaffiliated with WVUMEC.
“When public resources are abused, our office will find it, document it, and ensure the appropriate authorities have what they need to hold those responsible accountable,” said State Auditor Mark A. Hunt.
