NOTICE

The Town of Rupert is seeking bids for multiple demolitions.

• The Town of Rupert is an Equal Opportunity Employer

• Davis Bacon Rules do not apply to this funding

• Project is in accordance with WVDEP REAP program

NOTICE TO BIDDERS

The successful bidder will be required to obtain/perform the following:

1. Building Permit for Demolition with the Town of Rupert

2. Asbestos related reports/notifications/abatement

     a. In the case of asbestos inspection and report already performed for sites within this project, the contractor will be responsible for any required notification and abatement of those sites.

     b. Asbestos reports will be provided by the Town of Rupert for each site during normal business hours.

3. Performance of job by the specified time not to exceed 30 days from the Notice to Proceed date or by other stipulations as agreed upon. Failure to complete the demolition(s) within the period of time will result in termination of the agreement and the project being awarded to another contractor and forfeiture of performance bond.

4. Performance of job/comprehensive completion of project as listed in job description.

5. Adherence to all federal, state and local laws relative to licensing and reporting.

6. The Town of Rupert reserves the right to reject any or all bids and to waive any formalities therein.

7. Bids must be presented for each individual property listed. They can be submitted together with one bid but must be priced individually.

3. 173 Sun Road, Rupert, WV 25984

4. 103 Logan Street W, Rupert, WV 25984

5. 111 Logan Street W, Rupert, WV 25984

6. 289 Sixth Street, Rupert, WV 25984

7. 305 Sixth Street, Rupert, WV 25984

JOB DESCRIPTION

1. Disconnect and cap all utility lines, including electric, water and sewer.

2. The contractor is responsible for contacting Greenbrier County PSD #2 to ascertain the proper procedures for capping of sewer-line service before demolition. Failure to comply with this requirement shall render the contractor liable for any and all damages or costs incurred by Greenbrier County PSD #2.

3. Raze existing structure and remove all construction material and debris from the site. Footers are not required to be removed, however, there must be one foot of coverage over the foundation with backfill.

4. Remove all loose debris, litter, trash, refuse, etc. from lot area.

5. Dispose of all debris and material in an environmentally safe manner, including asbestos abatement. Maintain records and provide proof for disposal of material by providing weigh receipts and names of disposal sites.

6. Back fill of disturbed area as may be necessary to restore and to match the original grade.

7. Rake area smooth, seed with lawn grass and mulch with straw.

8. All work to be done under the jurisdiction of the Floodplain Officer of the Town of Rupert.

9. Understand agree to abide by the terms of this project, and to provide the requested documentation, and any breach of this agreement shall result in the bids proposed work being revoked and forfeiture of the performance bond.

Bids will be received by the Town of Rupert, West Virginia at town hall located at 528 Nicholas Street until 2:00 p.m. on Wednesday, November 5, 2025, at which time bids will be opened.

Delivered in person to: Valerie Currence, 528 Nicholas Street, Rupert, WV 25984.

All delivered in person bids must be enclosed in a sealed envelope with the words “Sealed Demolition Bids” on the envelope. Copies of the following items should be attached to the bid submission to prove validity and current status:

West Virginia Contractor’s License, West Virginia Business License issued by the Secretary of State, Proof of Liability Insurance and Coverage Amount, Proof of Workers Compensation Coverage.

Successful Bidder will be required to obtain a Town of Rupert Business License and post a performance bond. The performance bond shall be in the amount of 100% of the project bid. Proof of bond is due upon award notification and prior to work beginning. Bond will be forfeited in the event work is not completed on time or in accordance with the provisions set forth above.
