MONONGAHELA POWER COMPANY and THE POTOMAC EDISON COMPANY
Petition and General Investigation to determine reasonable rates and charges on and after January 1, 2026.
NOTICE OF FILING AND HEARING
On August 29, 2025, the Companies filed their annual review of and updates to the 2025 ENEC. The review period for this proceeding is July 1, 2023 through June 30, 2025, and the forecast year and new rate period is calendar year 2026. The Companies propose a $14,065,752 increase in ENEC rates which is a 0.8 percent overall increase in current total rates, proposed to be effective on January 1, 2026. This amount is comprised of an actual $71,033,469 under-recovery balance as of June 30, 2025 and a projected $56,967,717 over-recovery for the 2026 rate-effective forecast period. The Companies stated the increase is due mainly to collection of the remaining under-collection balance, which is partially offset by forecasted changes in coal, reagents, and purchased power costs.
The impact to the average residential customer using 1,000 kilowatt hours (kWhs) per month is a decrease in the monthly bill of $0.12 from $137.43 to $137.31 or a 0.1 percent decrease.
This matter is scheduled for an evidentiary hearing on December 15, 2025. The hearing will begin at 9:30 a.m. in the Howard M. Cunningham Hearing Room at the Public Service Commission, 201 Brooks Street, Charleston, West Virginia. The Commission may cancel the evidentiary hearing for good cause shown. Interested persons intending to attend the hearing should monitor the Commission web docket.
Anyone desiring to intervene should file a written petition to intervene not later than October 30, 2025. All petitions to intervene should briefly state the reason for the request to intervene and comply with the rules on intervention set forth in the Commission’s Rules of Practice and Procedure. The Commission will receive public comments until the beginning of the hearing.
