Roanoke, W.Va. – The County Commissioners’ Association of West Virginia (CCAWV) proudly recognized several outstanding leaders and counties during its 2025 Annual Meeting and Conference, held at Stonewall Resort. These honors celebrate the commitment, leadership, and tireless efforts of individuals and counties working to strengthen local government and improve communities across the state.
Rising Star Award:
Commissioner Eddie Gochenour of Berkeley County was honored with the 2025 Rising Star Award for his exceptional leadership and unwavering commitment to public service. Known for his active presence both locally and at the state level, Commissioner Gochenour has been a powerful advocate for CCAWV priorities, including EMS reform, fire service support, and the Safer Communities Act. “We have the same goals—to make who we are and where we are better,” Gochenour shared. “That’s our whole job. Our administration in Berkeley County just wants to be better; that’s what we come to work every day to do. I thank you from the bottom of my heart.”
Shining Star Award:
Wendy Branson, Coordinator of Hardy County, received the Shining Star Award, recognizing her outstanding contributions as a member of the county government staff. Her dedication, collaborative spirit, and consistent pursuit of excellence have made her an integral part of county operations and a respected colleague across the state.
County of the Year:
Mason County was named County of the Year for its exceptional leadership, dedication to advancing county priorities, and continued commitment to collaboration and innovation. “It is a true honor to receive this recognition,” said Rick Handley, President of the Mason County Commission. “We are proud of the work we’re doing in Mason County and grateful for the partnerships that help make our efforts successful. This award belongs to our entire team.”
Commissioner of the Year:
The Commissioner of the Year award was presented to Commissioner Tammy Tincher for her active participation, thoughtful leadership, and advocacy for counties in West Virginia and nationally.
“I am extremely proud to work with each of you and your counties,” said Commissioner Tincher. “Every county is different, and through my involvement on the NACo board, I’ve learned how unique West Virginia is and how important the work that each of us does in our counties truly is. It is the honor of my life to work with each of you.”
CCAWV Executive Director Melanie Pagliaro praised this year’s recipients and thanked all county leaders for their continued efforts. “We are incredibly fortunate to work alongside such dedicated commissioners and county staff across the state,” said Pagliaro. “These awards reflect the spirit of service, innovation, and leadership that defines county government in West Virginia.
