In accordance with the National Environmental Policy Act, the Council on Environmental Quality regulations for implementing NEPA (40 CFR Parts 1500 through 1508) and the HHS General Administration Manual Part 30 Environmental Protection (February 25, 2000), HRSA has determined that the proposed construction of the Greenbrier Valley Medical Center (GVMC) at 1320 Maplewood Avenue, Ronceverte, WV, will have no significant adverse impact on the quality of the human environment. As a result of this FONSI, an Environmental Impact Statement will not be prepared.
The Health Resources and Services Administration (HRSA) of the Department of Health and Human Services (HHS) provides funding through the FY 2024 Consolidated Appropriations Act (P.L. 118-47), for congressionally directed spending projects that relate to the construction and renovation (including equipment) of health care and other facilities.
Under Vandalia Health System, Inc., the Charleston Area Medical Center proposes to use HRSA funding to construct an addition to and renovate a portion of the Greenbrier Valley Medical Center (GVMC) at 1320 Maplewood Avenue, Ronceverte, WV 24970 (the site). The site is currently a functioning hospital facility, with a helipad and entry drive providing access to GVMC’s emergency room and a parking lot south of the Medical Staff Office Building. To accommodate for the expansion of the Medical Staff Office Building, the helipad and entry drive will be relocated further south at the proposed project site. The parking lot to the east of the Medical Staff Office Building will be extended and an additional parking lot will be constructed along the new entry drive.
As part of the physician practice expansion, thirty new multi-specialty exam rooms will be constructed, which will support 12-15 new physicians. The diagnostic and treatment services addition will feature medical imaging center, cardiopulmonary diagnostics, and an endoscopy suite. Mammography, ultrasounds, and general radiology will be provided in the medical imaging center.
The applicant submitted an Environmental Assessment (EA) that documents impacts of the proposed action. This EA is incorporated by reference into this FONSI. Additional project information is contained in the Environmental Assessment for this project, which is on file at the following address for public examination upon request between the hours of 10 a.m. and 4 p.m., Monday through Friday.

No further environmental review of this project is proposed prior to final approval from HRSA.

Any individual, group, or agency disagreeing with this determination or wishing to comment on these projects may submit written comments to the APPLICANT, Attn: David Childers, Corporate Director of Construction Services, at the above referenced address.
HRSA will consider all comments received within 30 days of this “Notice” prior to final approval and release of environmental conditions for the project.
