LEGAL NOTICE

NOTICE OF REQUEST FOR QUALIFICATIONS ENGINEERING SERVICES

Greenbrier Valley Economic Development Corporation solicits Statements of Qualifications (SOQ) for the services of a consulting engineer to implement plans for its Commercialization Center project funded by the US Small Business Administration. This project involves renovations of its Rahall Business & Technology Center in Maxwelton, WV. The consultant will be required to (1) design and prepare construction drawings, bid specifications and bid documents, (2) assist in acquiring necessary permits, (3) evaluate bids received and make recommendation of award(s), (4) monitor and inspect construction activities to insure compliance with plans and specifications, (6) review and approve contractor’s pay estimates and any other services needed by the organization for the implementation of this project. All consultants interested in being considered for this project must submit a proposal detailing qualifications, technical expertise, management and staffing capabilities, and related prior experience.

A full copy of the RFP is available by emailing rbeezley@gvedc.com.

The purpose of the competitive process is to objectively select the consultant who will provide the highest quality of service at a realistic fee. Accordingly, technical qualifications and experience will be weighed heavily. Selected respondents will be interviewed, and the firm ranked most qualified will be selected to enter fee negotiations.

Please submit three (3) copies of all requested information prior to 3:00 p.m. on April 18, 2025: Greenbrier Valley EDC, 804 Industrial Park Road, Ste 5, Maxwelton, WV 24957, with an electronic copy via e-mail to rbeezley@gvedc.com.

Mailed SOQs must be sealed and clearly marked “RFQ Response for Commercialization Center” in the lower left corner. Emailed submissions sent to rbeezley@gvedc.com will be accepted.

All questions regarding this RFQ shall be received in writing by email to rbeezley@gvedc.com. Questions are due no later than 3 p.m. on April 7th, 2025.

Attention is directed to the fact that the project is funded through a combination of local and federal funds and all work must be performed in accordance with all applicable laws, rules and regulations.
