Born on November 12, 1939, in Union, WV, he was the son of the late Jack and Eva (Patterson) Haynes.

He attended Union High School and retired from Virginia Power after 20 years, then his life turned to service. He served on the City Council, before becoming Mayor of White Sulphur Springs for four years and City Manager for an additional six years. As Mayor, he was instrumental in the city’s recovery from the 2016 flood. He was critical to the planning and execution of Hope Village for displaced families of the flood, re-opening of the White Sulphur Community Pool and Fitness Center, paving the way for the opening of The Schoolhouse Hotel, and the establishment of the Lloyd E Haynes Maintenance Building to shelter city maintenance workers from the weather. Lloyd was very active in the community. He was the former President of the White Sulphur Springs Rotary Club and Graduate of the Rotary Institute. He was a Deacon at the First Baptist Church of White Sulphur Springs, Chairperson of Gateway Industries, and a Board Member of Carnegie Hall.

Lloyd was preceded in death by his wife, Garnett, of 53 years.

Surviving him are his sons, Daniel Haynes and his partner, Loren Pofahl, of Hollister, CA, Timothy Haynes and his wife, Debbie, of Cary, NC; and his daughter, Lottorian Haynes of Graham, NC; five grandchildren, Jason Stewart, Brent Stewart, Michael Haynes, Corey Edson, and Kaitlyn Himebauch; and ten great-grandchildren. He also will be remembered by special friend, Mary Rush, and many other family and friends.

Services will be held on Tuesday, December 31, 2024, at the Rhema Christian Center, 3584 Davis Stuart Road, Lewisburg, WV, 24901.

Visitation will be from 12 noon until 2 p.m. and service will begin at 2 p.m. with Rev. Greg Scott officiating. Following the service, the entombment will be at Greenbrier Memorial Gardens.

In lieu of flowers, donations of sympathy may be made to First Baptist Church of White Sulphur Springs, 17 Church Street, White Sulphur Springs 24986 – In memory of Lloyd Haynes.
