A special session of While Sulphur Springs City Council in the early morning of Tuesday, April 17, saw the official adoption of levy rates and the second reading of an ordinance laying out rules for building unfit for human habitation.
According to the West Virginia State Code, municipalities have the authority to “adopt ordinances regulating the repair, alteration, or improvement, or the vacating and closing or removal or demolition, or any combination, of any structure, dwelling or building, whether used for human habitation or not, that is unsafe, unsanitary, dangerous or detrimental to the public safety or welfare,” provided that the municipality also provides “fair and equitable rules of procedure” for these processes.
