LEWISBURG W.Va. (WVDN) – The first regular meeting of the Greenbrier County Commission in December took place on Dec. 12 in the new Courthouse Annex courtroom.
In the settlements of estates, there were seven present and approved as presented. Then Fiduciary Commissioner A.L. Emch submitted his report on the estate of Todd Allen Sheffield where the estate had been settled by eliminating some creditors and also by a pro bono act by Emch.
This is the second estate with such financial hardship that there is no payment for the many hours required to bring settlement. The Commission thanked Emch for his hard and unpaid work. He responded by saying the participation in the Pledge of Allegiance during the opening of the Commission meetings gave him great pleasure.
In the financials of the County Commission, the bills on Meadow River Trail project totaling $16,030 were paid and are being covered by reimbursement grants through AML and TAP grant programs.
Homeland Security Grant Program Award of $20,000 has been given from the federal program to Greenbrier County Homeland Security. The application was approved by the County Commission, and the money will be spent to complete repairs on the ROT truck ($6,000), and the balance of $14,000 will purchase additional PPE (personal protection equipment) for emergency responders.
Only one bid has been received so far for snow removal for county offices. The company Terra Care proposed the 23-24 snow removal bid cover each occurrence of over 1 inch of snowfall. The bid will be examined before a vote is taken.
The 22-23 single audit contract to provide the state with an audit done by an outside firm has been selected. B.H.M. CPA Group of Huntington was accepted by the Commission for this work. The cost will be $26,000 for the audit and $2,080 for processing fees.
A new hire for vacancy in the circuit clerks office was recommended and accepted by the County Commission. The new hire is Crystal Dawn Byer.
No bids have been submitted for construction of a prefab building to the 911 Center complex. The bid description will be reviewed to see if it can get more interest from area contractors.
Resolution no. 2 for the waterline extension in PSD 2 was presented, mostly planning expenses from Thrasher Group. They also do engineering, design, permitting and bidding management, and this invoice from the past year and half of work came to $603,000.
Commissioner Rose stated that there is $2.5 million set aside for this project, and it will be more successful if every household in the area were to sign up to receive water service. Homes and businesses from Asbury/Alta to Rupert and Charmco are potential customers for this public water service. Applications are still being accepted, call 304-438-9292.

These were over a several month long period, but the details of the dates of separation are now public record. Commission President Tammy Tincher added that Misty Hitchcock will be missed and hopes that she is successful at her new place of employment. Her service was very appreciated.
