West Virginia’s population decline and rising unemployment are beginning to show their far-reaching effects. As the state Legislature grapples with a budget shortfall approaching $240 million, public universities and colleges like New River Community and Technical College are making their own difficult cuts now just to ensure they can make it through the end of the fiscal year on June 30.
