The West Virginia Association of School Human Resource Officers (WVASHRO) is pleased to honor Doug Clemons with the 2021 Gregory Bailey West Virginia School Human Resource Officer of the Year Award. The Gregory Bailey Award, given in memory of Bowles Rice Education Attorney Greg Bailey, is presented annually to the school human resource official who has distinguished themselves in personnel administration and has contributed to the betterment of public education and the community. Clemons, the Associate Superintendent and Human Resources Director for Greenbrier County Schools, was presented the award at the WVASHRO Winter Conference held in Lewisburg, West Virginia.
Clemons is described by his peers as “a person who has always been truly dedicated to education. He has demonstrated his passion for the education system in many roles – as a teacher; a principal; a coach; a human resources director; and an associate superintendent. Helpful, friendly, dedicated, kind, generous, loyal and humble are just a few adjectives that can describe Doug, but first among them is that of friend.”
The Gregory Bailey School Human Resources Official of the Year Award was established in 2016 in honor of attorney Greg Bailey, who died suddenly in January 2015. The annual award is presented to an individual in a personnel position who has distinguished themselves in several areas:
Personnel administration at the local and/or state level;
Involvement and participation in local, state, national and/or international personnel functions and/or programs;
Impactful contribution on public education at the local, state, national and/or international level;
Skilled management of change and creative approach to personnel administration;
Thoughtful approach to personnel administrative work, including a sense of humor and a sense of respect for his/her fellow man.
“To Greg, the practice of school law was all about people,” said Howard Seufer, the senior member of Bowles Rice’s Education Law Group. “He treasured his relationships with the personnel directors and others who are responsible for the human resources function in school districts. He genuinely liked personnel officials, became a close friend and confidante of many of them, and enjoyed nothing more than helping them succeed in what we all know is perhaps the most vital and challenging functions of the central office.”
