Congressman Moore Introduces Bill to Expand CBP’s Advanced Training Facility in Harpers Ferry

Washington, D.C. (WVDN) – Congressman Riley M. Moore introduced new legislation authorizing a land transfer between U.S. Customs and Border Protection (CBP) and the National Park Service (NPS), enabling a long-awaited expansion of the CBP Advanced Training Center (ATC) in Harpers Ferry, West Virginia.

The bill transfers 25 acres of currently unusable NPS land to CBP in exchange for 72 acres of CBP land, clearing the final barrier to expanding the ATC’s critical training infrastructure.

For years, both the Biden and Trump administrations have supported expanding the Harpers Ferry Advanced Training Center, but existing land boundaries prevented such progress. The new influx of federal agents has made the need even more urgent.

The Advanced Training Center in Harpers Ferry is the only facility in the country dedicated to training CBP’s elite management-level agents. The newly authorized expansion will accommodate increased personnel, enhance operational readiness and training requirements, and support the Trump Administration’s expanded border security mandates.

Congressman Riley M. Moore issued the following statement: 

“With more than 18,000 new Border Patrol agents authorized under the One Big Beautiful Bill, this expansion to the Advanced Training Center in Harpers Ferry is essential. Every new management-level Border Patrol agent will be trained right here in the Eastern Panhandle of West Virginia, and our facility must be prepared to meet that mission. This bill gives CBP the resources it needs to train the next generation of border security leadership.

This land swap solution strengthens our border, bolsters national security, and brings additional opportunity to West Virginia. Harpers Ferry plays a vital role in preparing the brave men and women who safeguard our nation every day. I am proud to introduce legislation that finally allows this important expansion to move forward.”

Joining Congressman Riley M. Moore on this legislation are the following members of Congress: Representatives Carol D. Miller (WV-01), Mark Amodei (NV-02), and Mike Simpson (ID-02)

“The land swap between Customs and Border Protection (CBP) and the National Park Service, which will allow for the expansion of the CBP’s Advanced Training Center, is critical to ensuring our agents are equipped with the training and tools necessary to perform their duties effectively. These men and women stand on the front lines of protecting our borders and defending our national sovereignty. This land transfer will enable CBP to enhance and modernize its training operations so they can continue meeting the demands of their mission,” said Congresswoman Miller (WV-01).

“The Department of Homeland Security has seen a surge in recruitment since the last election, as more Americans recognize the importance of its mission,” House Appropriations Subcommittee on Homeland Security Chairman Mark Amodei (NV-02) said. “With the One Big Beautiful Bill mandating 18,000 new CBP agents, the need to expand our training capacity is now. This bill authorizes a responsible and necessary land transfer to ensure our agents are properly trained and fully equipped to carry out our border security priorities and keep our communities safe.”

“Due to the Biden administration’s radical border policies that opened our southern border and allowed tens of millions of illegal aliens into the United States, there is an urgent need to expand the United States Customs and Border Protection Advanced Training Facility. Authorizing this land transfer will provide the brave Border Patrol agents with the necessary training resources to keep our homeland safe. As Chairman of the House Interior, Environment, and Related Agencies Appropriations Subcommittee, I am also pleased that this bill will help preserve a section of the historic Battle of Harpers Ferry battlefield, ensuring that future generations can enjoy the land and history of the site,” Congressman Mike Simpson (ID-02) said.
