Ethics Commission Issues Public Reprimands

CHARLESTON, W.Va. (WVDN) – FIRST: The West Virginia Ethics Commission entered into a Conciliation Agreement with Richard Martin, former Mayor of Reedy, West Virginia. The Conciliation Agreement states that Martin violated the Ethics Act by: (1) using funds from the Reedy maintenance account to pay his personal electric bill; (2) rehiring his father to a City position without City Council approval; and (3) removing money belonging to the City of Reedy from the bingo/raffle box. Martin has been ordered to receive a public reprimand, pay a fine in the amount of $1,000 to the West Virginia Ethics Commission, and undergo training on the West Virginia Governmental Ethics Act.  

SECOND: The West Virginia Ethics Commission entered into a Conciliation Agreement with Larry Thomas, a member of the Tyler County Board of Education. The Conciliation Agreement states that Thomas violated the Ethics Act by sending a text message to the superintendent of Tyler County Schools soliciting his assistance in securing employment for Thomas’ son with Tyler County Schools. Thomas has been ordered to receive a public reprimand, pay a fine in the amount of $750 to the West Virginia Ethics Commission, and to undergo training on the West Virginia Governmental Ethics Act.
