Governor Morrisey Announces at Least Six Percent Rate Increase for Home and Community-based Service Providers

CHARLESTON, W.Va. (WVDN) – Governor Patrick Morrisey and the West Virginia Department of Human Services (DoHS), Bureau for Medical Services (BMS), announced new rate increases for home and community‑based services providers. This increase continues ongoing efforts to strengthen critical services for some of the state’s most vulnerable residents.

“This rate increase reflects our commitment to protect and uplift West Virginia’s most vulnerable residents,” said Governor Morrisey. “My administration will continue making investments in our state’s healthcare system to increase access and improve outcomes for West Virginians.”

Effective October 1, 2025, DoHS is implementing the following rate‑based increases for providers:

  • Aged and Disabled Waiver (ADW): a 6 % increase

  • Intellectual/Developmental Disabilities Waiver (IDDW): a 9 % increase

  • Traumatic Brain Injury Waiver (TBIW): a 6% increase

This year’s increase builds on a 15 percent adjustment made in October 2024, reinforcing West Virginia’s commitment to sustaining essential services for individuals who are aged and disabled, those with intellectual and developmental disabilities, and individuals living with traumatic brain injuries.

“West Virginians deserve care that allows them to remain in their homes and communities, supported by family and providers they know and trust,” said Alex Mayer, Cabinet Secretary of the West Virginia Department of Human Services. “This increase ensures providers have the resources to deliver high-quality services, helping individuals live with dignity and independence. These investments are vital to the health and future of our state.”

HCBS programs provide services such as personal care, rehabilitation, and community integration, which help individuals avoid institutional care and remain connected to their communities.

“This adjustment is another important step for West Virginia Medicaid,” said Cindy Beane, DoHS Bureau for Medical Services Commissioner. “Providers are the backbone of these programs, and these rate increases reflect their essential role in serving seniors, individuals with disabilities, and those recovering from traumatic brain injuries.”
