CHARLESTON, W.Va. (WVDN) – September General Revenue Fund collections of $585.7 million were nearly $43.7 million above the $542.0 million monthly estimate and 3.2% above prior September receipts. Cumulative collections of $1.371 billion were $61.0 million above the year-to-date estimate of nearly $1.310 billion and 4.9% ahead of prior year collections.
“I’m encouraged by the State’s financial performance over the first quarter of this year,” said Governor Morrisey. “We are beginning to see the results of difficult decisions I made earlier in the year – partnering with the legislature to enact a fiscally conservative budget, and driving program efficiencies across my administration.
“While the State still faces some long-term budget challenges and other fiscal uncertainties, I am optimistic that our hard work will result in West Virginia being on a solid financial trajectory moving forward and allow us to return more money back to our people.”
Personal Income Tax collections totaled $247.6 million in September. September collections were $15.8 million above estimate. Year-to-date collections of $539.1 million were $29.9 million above the estimate and 1.1% above the prior year’s receipts. Current tax rates are nearly 6% lower than tax rates in place one year ago.
Consumer Sales Tax collections totaled $173 million in September. September collections were $7.2 million above the estimate and 4.8%, ahead of prior September collections. Cumulative collections of $489.6 million were $17 million above the cumulative estimate and 15.5% ahead of collections from the prior year. Cumulative collections included $39 million in receipts associated with a recently enacted law eliminating a payment acceleration requirement for certain taxpayers. Combined June, July, August and September 2025 collections were a healthy 5.3% ahead of prior year receipts.
Corporation Net Income Tax collections of $60.2 million were $0.3 above the estimate in September and 7.0% above prior year receipts. Cumulative collections totaled $82.2 million, or $8.0 million above the $74.2 million estimate. Collections were 2.5% above prior year-to-date collections.
September Severance Tax collections totaled $51.7 million. September receipts were $16.3 million above estimate and $6.1 million more than prior September receipts. Year-to-date collections of $82.2 million were $8.0 million, or 10.8%, ahead of the prior year’s receipts. Cumulative collections were $8.1million below the cumulative estimate.
Interest Income totaled $14.9 million in September and $40.6 million for the year-to-date. Cumulative collections were $8.1 million above the estimate and 34.4% below prior year’s receipts due to a trend of lower interest rates.
Tobacco Excise Tax collections totaled nearly $12.6 million in September and $36.6 million for the year-to-date. Cumulative receipts were $2.6 million below estimate and 1.4% above prior year-to-date collections.
