NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

Date of Publication: September 11, 2025

West Virginia Housing Development Fund (WVHDF)

5710 MacCorkle Avenue, SE, Charleston, WV 25304, 304-391-8600

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the WVHDF.

REQUEST FOR RELEASE OF FUNDS

On or after September 29, 2025, the WVHDF will submit a request to the HUD for the release of HOME Investment Partnerships Program (HOME) funds under Title II of the Cranston Gonzalez National Affordable Housing Act of 1990, as amended, to undertake the following project:

Project Title: WV Helping Hands

The project will involve the rehabilitation of the former Greenbrier Valley Hospital at 476 Greenbrier Avenue, Ronceverte, Greenbrier County, WV, into a 25-unit multifamily residential rental housing development serving HOME American Rescue Plan (HOME ARP) Qualifying Populations. In addition to the rental units, the project will include a commercial kitchen, laundry facilities, common spaces, and computer labs. WV Helping Hands, a West Virginia Voluntary Association, will be the owner and is responsible for the development of the project using financing sources from the West Virginia Housing Development Fund (WVHDF) HOME ARP funding and owner’s equity.

Location: 476 Greenbrier Ave, Ronceverte, Greenbrier County, WV 24970

Estimated Costs: The total estimated cost of the project is $8,996,000, which includes an estimated HOME ARP loan of up to $8,976,000 to finance construction costs and provide operating cost assistance, as permitted by HUD Notice CPD 21-10.

FINDING OF NO SIGNIFICANT IMPACT

The WVHDF has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR).

The ERR will be made available for review at https://www.hudexchange.info/programs/environmentalreview/environmental-review-records/ or provided upon request electronically via email or by U.S. mail. Please submit your request by email to environmental@wvhdf.com or by U.S. mail to WVHDF HOME Dept., 5710 MacCorkle Avenue, SE, Charleston, WV 25304.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the WVHDF at environmental@wvhdf.com or at the above address.

All comments received by September 26, 2025, will be considered by the WVHDF prior to authorizing the submission of a request for release of funds. Comments should specify which Notice they are addressing.

RELEASE OF FUNDS

The WVHDF certifies to HUD that Nathan E. Testman in his capacity as Interim Executive Director consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows WV Helping Hands to use HUD program funds.

OBJECTIONS TO RELEASE FUNDS

HUD will accept objections to its release of funds and the WVHDF’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the WVHDF, (b) the WVHDF has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.

Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD at U.S. Department of Housing and Urban Development, PGHCPDObjections@hud.gov or (412) 644-5846. Potential objectors should contact HUD to verify the actual last day of the objection period.

Nathan E. Testman,
Interim Executive Director
