1. Introduction
The Greenbrier County Farmland Protection Board is requesting proposals from qualified contractors for the completion of a Phase II Environmental Site Assessment (ESA) and Report. The purpose of this project is to solicit proposals from vendors who can provide follow up to a previously generated Phase I ESA, which resulted in Recognized Environmental Conditions (RECs).
2. Project Overview

Scope of Work: Completion of a Phase II Environmental Site Assessment (ESA) and Report
3. Scope of Services
• Complete a Phase II Environmental Site Assessment and Report for the site listed above.
• The purpose of the Phase II ESA is to investigate the RECs identified in the Phase I ESA prepared by Greenbrier Environmental Group in January 2025.
• RECs are as follows:
1. The ERIS Database Report identified the Greenbrier Valley Airport at a higher elevation than the subject property in the Spills database. Due to topographic positioning, potential contamination from the release of de-icing fluid type 1 at the adjacent Greenbrier Valley Airport is considered a REC in connection with the subject property.
2. The ERIS Database Report identified the Greenbrier Valley Airport at a higher elevation than the subject property in the PFAS Industry Sectors database. GEG called the City of Lewisburg Fire Department on December 16, 2024, and confirmed that Aqueous Film Forming Foam (AFFF) has historically been used at the adjacent Greenbrier Valley Airport. Due to topographic positioning, potential PFAS contamination from AFFF used at the facility for fire training is considered a REC in connection with the subject property.
3. A 500-gallon diesel Underground Storage Tank (UST) is located adjacent to the former dairy barn on the subject property. According to the subject property owner, the tank is constructed of steel and was installed sometime in the 1980s. The subject property owner further stated that the diesel UST is currently in use. Potential contamination from the on-site diesel UST is considered a REC in connection with the subject property.
• The assessment will include collection and analysis of soil and groundwater samples associated with the release of PFAS and de-icing fluid at the adjacent airport and a potential release of diesel fuel from an on-site fuel storage tank.
• The proposal will provide two cost approaches for the UST.
4. Tank in place investigation to identify if there is any contamination around the tank pit.
5. Tank removal and closure.
• The proposal will provide costs for collection, analysis, and reporting of findings.
4. Proposal Requirements
Interested bidders must submit the following:
• Letter of interest with contact information
• Company profile and qualifications
• Standard labor fee schedule
• Standard equipment fee schedule
• Time and materials budget
• A not-to-exceed budget amount
• At least three references from recent, similar projects
• Disclosure of any contractual terms requested by the Vendor
5. Timeline
• Deadline for request of Phase I document: Requests for documents may be submitted via email, amy@saddlebackservices.org, by August 8, 2025, 4:00 p.m.
• Deadline for questions: Questions may be submitted via email, amy@saddlebackservices.org by August 15, 2025, at 4:00 pm.
• Proposal delivery: Proposals must be received no later than August 22, 2025, at 4:00 p.m.
• Bid opening: August 24th at 10:30 a.m. during the Regular Meeting of the Farmland Protection Board.
• Preferred start date: September 1, 2025.

• The Greenbrier County Farmland Protection Board shall, in its sole discretion, determine whether the proposal received meets the requirements of this announcement, whether the proposed vendor is qualified, and reserves the right to accept or reject any or all proposals and may consider past performance, if any, with county projects.
