GREENBRIER COUNTY, W.Va. — The Greenbrier County Commission convened in a special session on Monday, April 28.
Commission President Lowell Rose presented the first item for discussion: the potential hiring of Pamela L. Baker for a position in the Sheriff’s tax office. Rose noted that Baker had successfully completed all necessary background checks. The commission unanimously approved the motion to hire Baker.
Following this, the commission entered an executive session. Upon reconvening, a motion was introduced regarding a request from the Greenbrier County Board of Education for the building commission to provide lease renewal bonds not exceeding $4.3 million.
Commissioner Tammy Tincher voiced concerns about the legality and presentation of the request.
Commissioner Ritchie Holliday expressed his belief that acquiring the property in Fairlea would benefit the Board of Education. However, he stated that alternative funding sources were necessary, as issuing bonds for K-12 education through the building commission was not appropriate.
Tincher further clarified that K-12 education facilities were not among the types of buildings approved for the commission to allocate funds towards.
Rose acknowledged that he had received advice suggesting the use of the building commission for K-12 buildings might not be legally permissible, while concurring that the Fairlea location was advantageous for the Board of Education. Upon a vote, the motion failed, with all commissioners voting against it.
Rose indicated his intention to send a letter to the Board of Education outlining the commission’s decision.
