Fayette County Car Chase Leads To Felony Charge

A nighttime car chase in Fayette County has led to a felony charge for an Oak Hill Man.

On Thursday, Oct. 14, at approximately 9:18 p.m., an officer with the Oak Hill Police Department attempted a traffic stop on a Buick sedan for following too closely when the driver of the vehicle began to flee, according to a criminal complaint filed in Fayette County. This began a series of frightening events.

The driver of the vehicle, later identified as Thomas Samuel Kincaid II, 46, drove down Route 19, took the Oyler Avenue exit, drove through the stop sign and continued back onto Route 19, the complaint states. He then took the Summerlee Road exit, drove through another stop sign and, while attempting to get back onto Route 19, hit a guardrail and temporarily disabled the vehicle.

The Oak Hill officer, now with back-up, approached the vehicle, but Kincaid was able to get the vehicle free, accelerating backwards into the front of his patrol car. Kincaid proceeded onto Route 19, took the Lochgelly exit, drove through a field, went around Fayette County Sheriff’s deputies, who were located at the intersection of Lamplighter Avenue and Summerlee Road, passed through town, and eventually circled back around to Route 19 at Main Street, the complaint continues.

Near Bradley, an officer performed a PIT maneuver, which caused the driver to come to a stop. Instead of exiting the vehicle, the driver accelerated towards a patrolman and one shot was fired at the suspect. “The suspect was not hit in this incident,” the complaint states.

Following the shot, officers were able to get Kincaid out of the vehicle. He was taken to Beckley Appalachian Regional Hospital and ultimately booked at Southern Regional Jail.

Kincaid faces one felony charge of fleeing from an officer.

His surety/cash bond has been set at $50,000.
