The Rupert City Council has released their meeting minutes for the month of September.
The minutes are as follows:
Rupert City Council met on September 16, 2021, at 6 p.m. at Town Hall.
Present were Mayor Steve Baldwin, Recorder Barbara Nickell, David McAfee, J.D. Cales, Chris Forren, Jeff Morrison and Cheryl Walkup. Robert Selbe and Chief Chuck Burkhamer were present.
Minutes from the August 12 meeting were read and approved by a motion by Cheryl Walkup seconded by Chris Forren. Motion passed.
General Fund financial statement: Beginning balance $16,699.48, revenue $24,342.56, expenses $27,126.49 leaving a balance of $13,915.55. Water financial statement: Beginning balance $8,417.52, revenue $20,251.82, expenses $19,798.26 leaving a balance of $8,871.08. A motion to approve both financial statements was made by Cheryl Walkup seconded by David McAfee. Motion passed.
August 2021 bills of $27,126.49 for the general fund and $19,798.26 for the water fund were presented. A motion by David McAfee seconded by Jeff Morrison. Motion passed.
Collection for police citations of $9,145.47 and expenses of $12,926.04 leaving a loss of $3,780.53 were presented.
Citation tallies for FY 21-22 totaled $30,002.00 with an outstanding balance of $9,123.00 were presented by Police Chief Chuck Burkhamer. A motion to accept was made by David McAfee seconded by J.D. Cales. Motion passed.
Ronald Redden was approved for a storage shed on 307 Logan Street by a motion by David McAfee seconded by Cheryl Walkup. Motion passed.
Business licenses for FY 21-22 were presented to include: Anita’s Hair Circuit, Bent Metal Cycles, Crookshanks Rentals, Handy Place, Mi Rancho, Midtown Trailer Park, Possum Holler Pizza and WYKM Radio. A motion to approve by David McAfee seconded by Jeff Morrison. Motion passed.
[A citizen] registered a complaint again about the barking dogs in his neighborhood. This is an ongoing issue. A motion by David McAfee seconded by Jeff Morrison states that after they have been warned that they have five (5) days to correct the problem. If not, a fine of $50.00 will be assessed. If not corrected, a fine will be assessed every ten (10) days thereafter. Motion passed.
No new reports on Slum/Blight Demo appeal of Canfield business location nor the Phase 3 Sidewalk Project.
The first reading of Chapter 20, Article B, Disturbing the Peace Ordinance was read and on a motion by David McAfee seconded by Chris Forren. Motion passed with J.D. Cales voting nay.
Tim’s Auto business license approval is still on hold pending a written report from the West Virginia State Tax Department regarding sales tax submittal. His license fee was refunded to him with his cease-and-desist letter. He is to cease and desist until the matter is cleared and approval of his business license is approved by Council. A motion by David McAfee was seconded by Chris Forren. Motion passed.
A motion to purchase body cams, GPS, and an external storage hard drive for the Police Department was made by Chris Forren. It was seconded by J.D. Cales. Motion Passed.
Based upon post-audit findings, a water rate increase of 12% is needed. Motion was made by David McAfee and seconded by Cheryl Walkup to proceed with increase. Motion passed.
Mayor Baldwin presented a request for the annual COL increase for personnel to begin in October. A motion by David McAfee was seconded by Cheryl Walkup for a two (2) percent COL for the three long-term full-time employees, seconded by Cheryl Walkup. Motion passed with Jeff Morrison voting nay.
Halloween will be observed Oct. 30 from 6-8 p.m. for 12 and under. Leave your porch light on if you want to participate. A motion by J.D. Cales was seconded by Cheryl Walkup. Motion passed.
Meeting adjourned at 7:48 PM on a motion by Jeff Morrison seconded by David McAfee. Motion passed.
