WHITE SULPHUR SPRINGS, W.Va. — Rainelle Medical Center (RMC), a Federally Qualified Health Center serving the communities of Fayette, Greenbrier, Nicholas, and Summers Counties for over 50 years, will be break ground at 11:00 AM Thursday, July 16th on a new state-of-the-art integrated community health facility at 38461 Midland Trail East in White Sulphur Springs, West Virginia.
The nearly 9,400-square-foot purpose-built facility, designed by ZMM Architects and Engineers and constructed by Veritas Contracting, will house primary care, counseling services, diagnostic and X-ray services, and an on-site pharmacy. Its location on the Midland Trail (US Route 60) positions it to serve not only the residents of White Sulphur Springs and eastern Greenbrier County, but also patients traveling from across the region and from neighboring communities in southeastern Virginia.
The project fills a meaningful gap in access to care along this corridor. For years, the community has needed expanded capacity to meet growing demand. This new facility answers that call.

A Community Physician Answers the Call
The new facility will be led by Dr. Robert Olexo, a well-known and deeply respected physician whose practice in White Sulphur Springs has long been a cornerstone of care in Greenbrier County. Dr. Olexo’s loyal patient base and his decades of service to this community make him the natural leader of this expanded effort. The new facility will give him and his team the modern, purpose-built space their patients have long deserved.
Strengthening Behavioral Health and the Fight Against Substance Abuse
The facility will work in close partnership with RMC’s Lewisburg Behavioral Health site along the same corridor, deepening the organization’s commitment to addressing substance use disorders across Greenbrier County. Under the leadership of Laura Eagle, Director of Behavioral Health, and Dr. Robert Russell, RMC’s psychiatrist, the program has already built a record of meaningful impact. The White Sulphur Springs

Purpose-Built for Community Health
Designed by Michael Phillips, AIA, NCARB, LEED AP, Senior Architect and Project Manager at ZMM Architects and Engineers, the single-story masonry and structural steel facility spans nearly 9,400 square feet and is designed to the highest standards of modern healthcare delivery. The floor plan includes dedicated exam rooms, multiple private counseling suites, a group meeting room, diagnostic and X-ray services, and a staff support suite — with 9-foot ceilings throughout and low-VOC finishes consistent with a healing environment. ZMM is a West Virginia firm with deep experience in healthcare design.
Construction is being carried out by Veritas Contracting, LLC, a West Virginia-based commercial contractor with a proven record of delivering complex projects on time and under budget.
Broad Partnership Behind the Investment
The multi-million-dollar project is financed through a coalition of committed community partners. Primary financing is provided by Randy Price with Burke & Herbert Bank, one of the oldest and most trusted community banking institutions in the region. Philanthropic support comes from the Encova Foundation of West Virginia, whose mission of improving health, education, and community welfare aligns directly with RMC’s purpose. The project will also receive support from the State of West Virginia and the U.S. Health Resources and Services Administration (HRSA), reflecting the broad and bipartisan recognition of the need this facility will serve.
