Governor Morrisey Announces Executive Director of the West Virginia Housing Development Fund

CHARLESTON, W.Va. (WVDN) – Governor Patrick Morrisey today announced the appointment of Nathan Testman as Executive Director of the West Virginia Housing Development Fund.

“Nathan Testman has demonstrated strong leadership and a deep understanding of housing and economic development in West Virginia,” said Governor Morrisey. “His experience within the Housing Development Fund and his commitment to expanding opportunities for our residents make him the right choice to lead this organization forward.”

Testman has been with the West Virginia Housing Development Fund since 2016, when he joined as Division Manager of Multifamily programs. He was named Senior Division Manager of Multifamily in 2018 and later served as Deputy Director of Production beginning in 2023. He has served as Interim Executive Director since January 2025.

Prior to joining the Fund, Testman worked in commercial banking and served in the Army National Guard. He is a graduate of West Virginia University, where he earned a degree in finance.

“The Housing Development Fund plays a critical role in expanding access to housing and supporting economic growth across our state,” Governor Morrisey said. “With Nathan at the helm, we are well-positioned to continue strengthening communities and creating new opportunities for West Virginians.”

The West Virginia Housing Development Fund works to increase access to safe, affordable housing and promote economic development across the state.
