A highway revenue bill that initially proposed raising the state tax on gasoline by 3 cents per gallon when fuel prices drop below $2 a gallon passed the West Virginia Senate Wednesday with the addition of sweeping amendments to raise sales tax and increase Division of Motive Vehicle (DMV) fees.
